·         Minutes of the Sept 20, 2011 Annual GHNA  Meeting

·         Accepted, moved/seconded by Peter S/ Dave P. to approve.

·         County Commissioner report:

·         Roger Abbott introduced Roger Johnson, Dist. 5 County Commissioner.  Commissioner Johnson provided a brief “what’s going on” and answered questions from the Board: 

·         Bad news:  Property Taxes continue to rise using the Yield Control Formula. 

·         Good news:  Voter Precincts are being replaced with Voter Convenience Centers (VCC).  The 172 precincts will be replaced by 65 VCCs.   In addition to allowing individuals to vote at any VCC vs. their designated precinct it will save ~$1 million per year!

 

·         President’s Report:  no report

 

·         Treasury Report:

·         Peter S. opened up a new business banking account using the GHNA Tax ID # vs. the personal account using the Treasure’s SS #.

·         Peter will ck on credit card charges to allow for electronic payment

 

 

·         GHNA Activity/ Committee Reports:

·         District 8 Coalition: No report

·         Hospitality/Welcome:  Carole R.

·         Environmental/Landscaping:  Nick M

§  Nick will put out an email schedule for a Nov. Sat./Sun. clean up dates.

§  Discussions took place on trying to match the Shadow Hills “look” vs. the High Desert “natural grass look”.  A motion was made to adopt the High Desert Look.  It was moved and seconded by       Nick M/ Carole R and approved

·         Neighborhood Patrol:

§  Twice- weekly APD patrols will continue for over weekends in Oct. and Nov. with the exception of Thanksgiving weekend.

·         Block Captains:  No report

§  There will be a Block Captain meeting Saturday, Oct. 22, that Roger Abbott plans to attend.

·         Election of GHNA Board officers:

§  Mr. Thurlow Caffy was nominated by Woody O for the open Board position and approved by the Board. 

§  Mr. Ed Peakos  was also discussed as a potential Board member.  Nick/Woody will contact Mr. Peakos to encourage him to participate and continue his interest in the future. 

§  Marc L furnished some expense items to Peter S. for reimbursement

                                        Minutes of Sept. 7, 2010

Dwyer Substation

 

Meeting was called to order by President Roger Cook

 

Board members in attendance: Roger Abbott, Roger Cook, Carole Rising, Nick Manole, Jack Oestreicher, Burt Guerrero, Billy Ninopoulos

 

Members absent:

 Steve Ciepiela, Woody Owens, Larry Wilson

 

 Police Report: Sgt. Sanchez.  She reported that there was very little crime in our area. She said that there was one auto burglary, two home burglaries (at the apartments), and a blown-up mail box (near Burt’s house).

 

Guest: Bonnie Cummings, The Manuel Lujan Insurance Agencies

            Bonnie talked about Directors & Officers Liability Insurance. Basically, she restated what we had heard before, that it is easy to initiate a law suit and expensive to defend a claim. She said that it is important that we obtain copies of insurance from businesses that we might hire (workman comp, liability, auto etc). She did not present a defined plan or cost of a liability policy for us but thought that cost would be less than $2000 per year. Roger Cook said that he will try to obtain a plan and costs.

 

            Arian Pregenzer gave an update on the open space activities. Because of liability issues, she suggested that the GHNA only provide “moral support” for open space projects. She said that she would adopt a project and that the GHNA could provide support such as email announcements, etc.

 

President’s Report:

Minutes of the July 6, 2010 Board Meeting and the August 29th Annual Meeting were approved by the board. Roger said that his main effort last month was to get ready for the annual meeting.

                                                   

Treasury Report: No report. Billy Ninopoulos, the new treasurer, said that he is in the process of obtaining bank account signatures and setting up his computer to maintain our data base. 

 

District 8 Coalition Report: None

 

Hospitality/welcome Report: Carol reported that one new family was visited. She asked that board members be on the alert for new residents.

 

Environmental/Landscaping Report:    Nick Manole reported on weed control on Montgomery east of Sherre Dr. Nick said that the weeds and grass are getting hard to maintain. He said that he might have to remove the rocks and put down new plastic and reinstall the rocks. He also said that he could just remove the weeds and let the grass grow. The board suggested that we do nothing at this time and wait for the grass and weeds to freeze.

 

Neighborhood Patrol: Burt reported that he has 4 new names for Block Captains.

 

Web Site Report: Roger A reported that 8 new group email names were obtained at the Annual
Meeting. He also said that 668 YMCA/GHNA flyers were mailed out. Per our agreement with the YMCA we would share 50-50 in the cost of stamps and envelopes. Roger said that he sent a statement to the YMCA for $168 for their share of the cost.

 

Garden Club Activities: Carol Rising reported that the next meeting will be on Sept. 29th

 

Old Business:

Annual Meeting: Roger Cook asked the board for inputs about the annual meeting location and other aspects of the annual meeting. The board was very positive about the location (Police Substation) of the meeting. They liked the format of the meeting where board members could present reports and provide information and residents could ask questions. The meeting was less work for the board members to set up and the overall cost was much lower than a picnic at the park.

 

New Business: Election of GHNA officers

The following board members where unanimously elected as GHNA officers:

 

            President:  Burt Guerrero

            Vice President: Roger Abbott

            Secretary: Larry Wilson

            Treasurer: Billy Ninopoulos

 

The board authorized Roger Abbott to conduct a financial audit of the previous treasurer.

 

 

Next Meeting: The next board meeting will be held October 5, 2010 at the police substation at 6:30pm.

                                            Minutes of Sept. 1, 2009

Dwyer Substation

 

Meeting was called to order by President Roger Cook

 

Board members in attendance: Roger Cook, Roger Abbott, Burt Guerrero, Woody Owens, Steve Ciepiela, Dave Bentley, Carole Rising, Jack Oestreicher

 

Members absent: Nick Manole

 

Sergeant Natalie Sanchez made a police report. She reported over 100 citations for noisy vehicles near Montgomery and Tramway were given out in August. She also reported that they have undercover officers in the neighborhood looking for burglary suspects. Several board members had crime concerns which she said that she would investigate.

 

Roland Penttila, Manager of Albuquerque Stormwater Quality Team, Talked about Albuquerque’s Storm/surface Draining System.  He said that Albuquerque is under EPA rules & regulations regarding surface water runoff to the Rio Grande River. He said that surface water runoff is very polluted. New EPA regulations will probably results in fines for the city and new and costly City Ordinances will be required. He reviled several pollution sources. His talk was mainly for information.

 

President’s Report:

Minutes of the Annual GHNA Meeting on 8/23, 2009 were approved by the board.

 

Roger talked about A “Dog” Park south of the police substation. He said that little is known about the park and no neighborhood inputs have been solicited. This appears to be a Trudy Jones project. Burt move and it was seconded requesting that Roger C send a letter To Trudy Jones to explain the Dog Park. The motion passed.

 

Treasury Report: Roger Abbott reported that the August Treasury was posted on the web site. Dave Bentley reported that membership is down about 10% over the last 18 months. He also reported that the Annual Meeting/Picnic costs $945. Only 20 “non board” families (out of 851 residences) were registered (some people did not registered). Much discussion about whether the cost and work was worth the effort. Several ideas were given on alternate means of having the Annual Meeting. Roger Cook said that this subject needs to be discussed at a future meeting.

 

District 8 Coalition, Environment / Landscaping: No Report

 

Welcome Committee: 7 visits were made in August

 

Neighborhood Patrol Report: Marc LaChey reported on crime/patrols.

 

Block Captains: Burt Guerrero reported that he has 3 new block captains. He indicated that we have about a quarter of the neighborhood covered

 

Web site Report: Roger Abbott reported that the GHNA Group Email sign-ups are at 272. He reported that 5 residence’s responded to a Group Mail requesting reference of business that might advertise with us. He also reported that the YMCA ad was extended an additional 3 months. He is also negotiating with the Albuquerque Academy for an ad but was held up by their request for a W-9 form.

            Roger pointed out that the board has a policy that committee reports are required monthly so that this information can be posted on the web site. This was a way to keep the neighborhood informed on board activities. This policy has not worked. Roger suggested that maybe an annual report by committees might work better. After much discussion it was moved and seconded that quarterly reports be made. The motion passed.

 

New Business:  Election of officers for next year

 

Jack moved that the current officers be extended for the next year. Burt seconded the motion and the motion passed.

James Joseph Dwyer Mini-Substation Community Room

 Meeting was called to order at 7:35 by President Nick Manole

 Board members in attendance: Roger Abbott, Dee Acree, Dave Bentley, Steve Ciepiela, Roger Cook, Nick Manole, Jack Oestreicher, Woody Owens, Carole Rising

Board members absent: none

Minutes of the July 01, 2008 general meeting were approved by motion and unanimous vote.

Minutes of the Aug. 10, 2008 annual meeting were approved by motion and unanimous vote after several changes were noted.

 Foothills Patrol Police Report – Sgt. Roger Banez
There have been a two house burglaries in the past month and one incidence of car windows getting smashed. There was some discussion concerning possible deterrents. One idea that came up was to put a parking lot on the north side of the Dwyer Police Station so the police cars would be visible to folks entering our neighborhood.

All standing committee reports will now be posted on the website instead of in the meeting minutes. Please see the reports page on the website for these updates.

Actions taken during committee reports:
A motion was made for the GHNA to pay up to $400 to a professional landscaper for landscaping/clean-up between Sheree and Glenwood Hills Drive on a one time basis. This motion passed unanimously.

A motion was made to approve the website procedures as published by Roger Abbott. This motion passed unanimously.

A motion was made to approve up to $150 for mailing post cards to members of GHNA who have not signed up for email notification, asking them to do so. This motion passed unanimously.

There was some discussion about what was appropriate for sending out as an email alert. Since the Vice President is the owner of email alerts, we tabled this discussion and asked Woody Owens to work with a subgroup and bring a proposal to the next meeting.

Old Business:

Tramway Land : Steve Ciepiela.
Steve is still trying to find out if there is a way to put a restricted access to this property to keep vehicles from using it as a shortcut.

Annual meeting/picnic:
We thought the meeting went well without the tent and having the tables and chairs delivered worked out very well. This seems to be a new ‘best known method’. The cost savings compared to the previous method was ~$600.

Block Captain:
Dee Acree was appointed the back-up block captain.

Form 990-N submission: David Bentley
Dave reported that he discovered this was not necessary.

New Business/Opens:

Officer Election:
The following were nominated and elected to serve as the officers of the GHNA for the next year:

President – Roger Cook
Vice President – Woody Owens
Secretary – Roger Abbott
Treasurer – Dave Bentley

GHNA monthly meeting location:
A motion was made to hold future meetings at Nick Manole’s house (4501 Larchmont) but to keep the police station reserved in case we need a bigger space. Motion was approved by a majority vote.

A motion was made to have the neighborhood garage sale on Sept. 27th. This motion passed by a majority vote. Dee Acree will coordinate the communication and put an ad in the paper.

A resolution was made for Roger to contact our State Representative, Jimmie Hall, to see if he could get money to make a new parking lot at the Dwyer Police Station.
