·         Minutes of the Sept 20, 2011 Annual GHNA  Meeting

·         Accepted, moved/seconded by Peter S/ Dave P. to approve.

§   Approved by the board

 

·         County Commissioner report:

·         Roger Abbott introduced Roger Johnson, Dist. 5 County Commissioner.  Commissioner Johnson provided a brief “what’s going on” and answered questions from the Board: 

·         Bad news:  Property Taxes continue to rise using the Yield Control Formula. 

·         Good news:  Voter Precincts are being replaced with Voter Convenience Centers (VCC).  The 172 precincts will be replaced by 65 VCCs.   In addition to allowing individuals to vote at any VCC vs. their designated precinct it will save ~$1 million per year!

 

·         President’s Report:  no report

 

·         Treasury Report:

·         Peter S. opened up a new business banking account using the GHNA Tax ID # vs. the personal account using the Treasure’s SS #.

·         Peter will ck on credit card charges to allow for electronic payment

 

 

·         GHNA Activity/ Committee Reports:

·         District 8 Coalition: No report

·         Hospitality/Welcome:  Carole R.

·         Environmental/Landscaping:  Nick M

§  Nick will put out an email schedule for a Nov. Sat./Sun. clean up dates.

§  Discussions took place on trying to match the Shadow Hills “look” vs. the High Desert “natural grass look”.  A motion was made to adopt the High Desert Look.  It was moved and seconded by       Nick M/ Carole R and approved

·         Neighborhood Patrol:

§  Twice- weekly APD patrols will continue for over weekends in Oct. and Nov. with the exception of Thanksgiving weekend.

·         Block Captains:  No report

§  There will be a Block Captain meeting Saturday, Oct. 22, that Roger Abbott plans to attend.

·         Election of GHNA Board officers:

§  Mr. Thurlow Caffy was nominated by Woody O for the open Board position and approved by the Board. 

§  Mr. Ed Peakos  was also discussed as a potential Board member.  Nick/Woody will contact Mr. Peakos to encourage him to participate and continue his interest in the future. 

§  Marc L furnished some expense items to Peter S. for reimbursement

·         Minutes of the Sep 7, 2010 Board Meeting

o   Approved by the board, with the correction that Larry W was absent from that meeting.

·         President’s Report:

o   Smooth transition of officers/ new board members

§  Roger A presented the audit report – previously distributed via email

·         No financial discrepancies were noted

·         Discussion: 

o   Question of currency of signatures on file for GHNA expenditures and documentation of past transactions

·          Reviewed database of GH addresses and mailed approx. 400 cards to non- GHNA members

·          Suggested consideration of GHNA Board setting some amount for “discretionary” purchases

·         Suggested close review of budget policy, to ensure currency

o   Brief feedback on crime trends

§  No significant GH issues identified

§  Security and safety is a continuing concern

o   Dog park – work in progress

o   Attendance/ participation is declining

o   Question of identifying new households in GH

§  Nick M receives info by other means for Environment/ Landscaping committee – he will coordinate his new- household info with Carole

 

·         Environmental/Landscaping:  Nick M

o   Late summer hard rains wiped out some of the GHNA landscaping work, on medians etc

§  Repairs to follow with new plastic tarp to be laid

o   Some vandalism in areas of recent landscaping

o   Question of using available City of Albuquerque funds for  GHN  work

o   Question of upgrading park playground equipment, and city funds

§   Bert R to coordinate with Nick M to apply for City funds

 

·         Neighborhood Patrol: Marc LaChey

o   APD continues their periodic  night patrols

§  Most of their activities are speeding and stop sign violations

§  Supports GHNA’s funding of continuing APD patrols

·         The Board has no plan to change current APD patrols

 


 

·         Block Captains:  Bert G

o   Current neighborhood break-in pattern:  daytime, from men in innocent- appearing trucks/ vans going to front doors and determining if anyone is home – then breaking in to homes where there is no response

o   Question of obtaining for block captains a list of suspicious activities, to especially watch for

o   Question of determining how many video cameras are in use in GHN, and who has them

§  To assist with deterring and/ or solving neighborhood crimes

 

·         Web Site: Roger A

o   Working with realtor Greg Loberrecht

§  He contributes $600/ 6 mo to GHNA and will send Bill N current check

 

·         Garden Club: Carole R

o   Meeting scheduled for 1st week of Oct

o   Attendance has been dropping over time, to now about 6 participants

§  Nick M suggested combining this activity with the Environmental/Landscaping as their activities seem to largely overlap

·         This consideration to have follow- up next month

o   “Makeovers” of deserted lots may be an area of such overlap

o   An email will go out to GHNA members, to encourage support for these activities

 

·         Old Business:

o   Change of  GHNA meeting dates, to 2nd or 3rd Tues of each month

§  Either day is agreeable to the group

§  Room availability to be determined

§  M/S Roger A/ Jack O to set future GHNA meetings for 2nd or 3rd Tues of each month, depending on room availability – APPROVED

o   Insurance:

§  General liability and “D&O” is recommended

§  Cost about $1300/ yr to insure GHNA board

§  Pending legal review

§  M/S  Steve C/ Bill N to obtain/ continue GHNA board liability/ D&O insurance—APPROVED

o   City of Albuquerque funding

§  Some city funding may be available for materials for self- help

·         E.g. basic landscaping, gravel at park, asphalt walk at park, playground, tennis courts, arroyo access

·         The requests are due to the City NLD 12 Oct

o   Bert will coordinate with Bill N to apply for funds for GHNA

 

·         New Business:

 

o   Bill N. recommended  that -- to improve financial documentation and ongoing accountability – the Board purchase and utilize QuickBooks, cost about $130

§  M/S Bill N/ Roger A that GHNA Board approve Treasurer’s purchase and use of QuickBooks for GHNA Board finances– APPROVED

o   Audit by Roger A (see discussion above) – M/S Larry W/ Carole R to approve – APPROVED

§  With thanks from all GHNA Board to Roger A for his performing the audit

o   Request from Glenwood Hills Shopping Center:

§  Bert R presented a request from some of the mall businesses for GHNA support in encouraging some of the larger GH Shopping Center businesses in cleaning up the shopping center area, parking lot and surrounding area

§  While GHNA Board supports this activity, consensus was that there is not a clear basis for GHNA involvement in this matter, which appears to be among the shopping center businesses

o   Steve C presented a concern of some GH occupants, particularly in the area of High Pointe, about parking

§  Discussion revealed that this is a continuing/ recurring problem, best addressed by APD and/ or City Council representative Trudy Jones

·         Bert R will respond to the concern

o   Roger A suggested a letter go to the McLeod Mountainside YMCA, thanking them for their reducing membership rates for GHNA members

 

·         Next Meeting:

o   Nov 9 or 16 (depending on room availability) 2010, at the police substation at 6:30pm.

                                            Minutes of Oct. 6, 2009

Dwyer Substation

 

Meeting was called to order by President Roger Cook

 

Board members in attendance: Roger Cook, Roger Abbott, Woody Owens, Steve Ciepiela, Dave Bentley, Carole Rising, Nick Manole

 

Members absent: Burt Guerrero, Jack Oestreicher

 

Sergeant Natalie Sanchez gave a police report. The board and Sergeant Sanchez had a good discussion on crime in Glenwood Hills. Sergeant Sanchez said that there were no burglaries reported to the police last mouth.  Several board members thought that there were several break-ins. It was suggested that residents may not be reporting break-ins.

 

President’s Report:

Minutes of the Annual GHNA Meeting on Sept 1, 2009 were approved by the board.

 

Roger talked to Elizabeth Shields about the “Dog” Park south of the police substation. Elizabeth said that a public meeting will be held before a vote on the park is taken. He also reported that Roger Abbott sent in our annual Glenwood Hills Neighborhood Association Report which was approved by the city so we are good for another year.

 

Treasury Report: Roger Abbott reported that the September Treasury report was posted on the web site.

 

District 8 Coalition, Environment / Landscaping, Block Captain: No Report

 

Welcome Committee: Carole reported that she put together 21 welcome “packs”.

 

Neighborhood Patrol Report: Marc LaChey reported on crime/patrols.

 

Web site Report: Roger Abbott reported that the GHNA Group Email sign-ups are at 276. Roger reported that the quarterly reports are due. He also said that the reports page on the web site needs editing and updating.

 

New Business: Nick suggested that our monthly board meeting time be changed from 7:30 to 6:30 so that we can get home earlier. Since there was no objection to this change, Nick moved for this change. The motion was 2nd and it passed unanimously.

 

Old Business:  The next annual meeting was discussed. Our last meeting did not have a good attendance. It was questioned whether the cost and effort of our current format for this meeting was worth the effort. Nick suggested that the next annual meeting be held at the police substation. This meeting could be held both inside and outside the substation to prevent over loading fire marshal limitation on the meeting room. We would also have access to the bath rooms in the substation. It was suggested that a Saturday might be better meeting date. The board decided to have more discussions on this subject at future board meetings.

 

Steve reported that a no U-tern sign was installed on Montgomery at the turn off just before entering GWHs.

 

           

Next Meeting:
The next board meeting will held November 3, 2009 at the police substation at 6:30pm.

Minutes of Oct. 7, 2008

Nick Manole’s Home

 

Meeting was called to order by President Roger Cook

 

Board members in attendance: Roger Abbott, Dave Bentley, Roger Cook, Nick Manole, Woody Owens, Carole Rising . Members absent: Dee Acree, Steve Ciepiela, Jack Oestreicher.

 

Minutes of the Sept. 2, 2008 board meeting were approved by motion and unanimous vote.

 

State Representative Jimmie Hall

Rep. Hall was asked to support a parking lot on the north side of the Dwyer Police Station so the police cars would be visible to folks entering our neighborhood. Rep. Hall indicated that he would do what he could but money is tight. He also said that he must work through our city councilor Trudy Jones. He was also asked to support our efforts to restricted vehicles access from Manitoba  to the shopping center (Tramway land).

Standing Committee Reports

 

Block Captain: Burt reported that we have 9 “blocks” groups with approximately 170 homes

Web site: Roger A. talked about advertizing on the web site. He suggested that we delay web site advertizing until we have more people signed up on the Glenwood Hills email list. This committee will make an advertizing plan at a later date. The board agreed to this approach.
