                                Minutes of 15 Nov 2011 Meeting

APD Dwyer Substation

  • Meeting was called to order by Bert Guerrero, President

  • Minutes of the 18 Oct 2011 Board Meeting
    • Minor corrections made to the pre- circulated draft.

  • Police report:
    • No report
    • Bert has communicated with the Commander , APD Foothills Patrol, encouraging  regular APD participation & reports to the GHNA Board           

  • President’s Report:
    • Bert has been contacted by Martin Heinrich’s office about their attending/ presenting at future GHNA Board or annual meeting
    • Progress continues on the construction of the dog park, next to the APD Dwyer Substation
    • City of Albuquerque work should begin shortly on Sunset Canyon Park
    • APD Dwyer Substation is now manned 10 AM – 3 PM on weekdays
      • The duties of the APD employee who mans the Dwyer Substation include receiving reports; however, he is not a patrolman. 
      • Directors and Officers liability insurance coverage: 
        • See below in Old Business
      • Bert sent an email to the GHNA member group, concerning APD patrols over Halloween and other items of interest
        • Discussion included suggestion that future GHNA member group communications contain non- emergency APD phone number(“242 -COPS”), city of Albuquerque phone number (311), and other useful contact information

  • Treasury Report: Peter S.
    • End of month balance for 10-31-11: $16070.61
    • Membership database will be updated to include membership changes
      • The software currently in use is not user friendly
        • Consideration will be given to changing to software that would allow for easier membership updates, online payments for membership dues, and other capabilities
      • Consideration will also be given to revising payment process e.g. to streamline payments for APD patrols 
      • New GHNA Board bank account has been opened, previous account has been closed,  all funds were transferred and signature cards updated with current approved signatures (Peter’s as Treasurer and Bert’s as President),
        • All documents from previous GHNA Board treasurer were transferred and transition to Peter/ current Treasurer should now be complete
      • Peter will research documents for GHNA Board W9 form so that we can receive future payments (when available)  from City of Albuquerque for  movie/ TV filming and/ or other sources

  • GHNA Activity/ Committee Reports:
    • District 8 Coalition: No report
      • There is a District 8 Coalition meeting tomorrow
        • Steve Ciepiela, former GHNA Board member, has been long- time GHNA representative to the District 8 Coalition.  Bert will communicate with him about his continuing to serve in that capacity.
      • Hospitality/Welcome:  Carole R
        • She this evening represented the GHNA at a High Pointe open house
          • Parking is a recurring issue for GHN residents in the area of that facility
          • Sarah Kelly is High Pointe POC for issues that sometimes raise GHNA members’ concerns, such as parking
      • Environmental/Landscaping:  No report
        • Next cleanup will likely be early in 2012
      • Neighborhood Patrol:
        • APD patrols have been  increased to twice weekly, over weekends, and will continue on that basis through the end of 2011
      • Block Captains:  No report

  • Website:  Roger A
    • Roger A made  contact with local realtor who has advertised on the GHNA website. 
      • The realtor intends to continue to do so, and will continue payments of $600 each six months to the GHNA.
      • Draft survey for GHN residents & members has been developed and was sent via email to GHNA Board members for their consideration/ comments
        • The survey  will go to Bert for inclusion in his next group email to GHNA members, and also will go to other GHN residents for their comments/ input
        • Peter S had a number of comments suggestions that were briefly discussed
        • Current website format is not user friendly and may be changed to render the site more useful 
        • Survey responses and all other constructive  inputs will be considered, likely in January, by a work group of GHNA Board and/ or others, with the idea of updating/ revising the website.

  • Old Business:
    • Directors and Officers liability insurance coverage: 
      • Bert has received a quote
        • Cost: About $800/ yr
        • He will review the offer and will either present at next GHNA Board meeting or will send out for Board consideration &  possible vote
      • Skateboarders  on streets in GHN continue to be a concern.
        • As discussed in previous meetings  and by APD representatives, there is no city law specifically directed to skateboarding on streets.
          • Safety  and liability are primary concerns

  • New Business:
    • There was discussion of adding a 3rd Board member as a signatory for checks on the GHNA Board account. 
      • Two signatures are required for checks greater that $200
        • Having a 3rd signer will simplify/  expedite payments for services to GHNA Board
        • Moved and seconded by Dave P/ Peter S that Roger A be added to GHNA bank account  as an approved signer for GHNA Board checks. Approved.
      • Roger A advised that an audit is required by the GHNA constitution when there is change of treasurer.
        • He will coordinate with Peter S & perform the audit
      • Albuquerque Office of Neighborhood Coordination (ONC) accepted the GHNA Board’s annual report, submitted following the GHNA Annual Meeting,  and sent file copy of the approved report to Larry.
        • GHNA Board points of contact  for the ONC are Bert & Larry
          • These GHNA contacts “…will receive ONC notifications from various City Departments…” and other entities on neighborhood issues
          • Larry is now receiving the ONC’s “Neighborhood News” publications.
            • He will communicate with Board members on items of interest from that publication, generally at  GHNA Board meetings

·         Meeting was called to order by Vice President Roger Abbott

o   Provided info on GH area crimes/ police activities

§  Primarily includes domestic disturbances, car break-ins and car theft, vandalism

§  These activities are primarily in High Desert and Montgomery and Laurel or Spanish Bit  area

·         Not in GH

·         One car burglar in High Desert was caught by APD

 

·         Minutes of the Oct 5, 2010 Board Meeting

o   Presented by Roger A 

§  Proposal by Lions Gate production company to do some filming in a GHN home. The owner has given permission. Discussion included that Lions Gate and/ or others have previously filmed in GH and they would comply with all city requirements.  Lions Gate has requested “approval” by GHNA Board, and they have offered to make a donation to GHNA, amount to be determined. Lions Gate also requested GHNA provide its W9.

·         There may be some tax implications to GHNA Board receiving such a donation and/ or providing W9 info

·         As they will obtain city and the property owner’s approval, there is no requirement for Lions Gate to obtain GHNA Board approval

o   Their request apparently is for good will

·         There was discussion of the donation and its tax implications.

·         Approval of the Lions Gate proposal has already been voted on via email by GHNA Board, and approved, pending clarification of W9 info.

§  Nick M volunteered to explore with other neighborhood group(s) and/ or the city the requirements for filing of tax returns by GHNA Board, and will provide that information at future GHNA Board meeting

§  Request to the City of Albuquerque/ Bernalillo County  for neighborhood improvement grant for GHN improvements will be deferred till the spring

·         Only one such request may be submitted/ year.

·         The city is already planning to do some work on Sunset Park so we will not need to include such work in our request for grant money.

§  UNM Hospital representative requested opportunity to provide information to GHNA Board on UNMH “community report card.” 

·         To be scheduled in the future.

§  Roger Cook is pursuing the liability insurance coverage issue with legal advisor. No information is available yet

·         Bert G. will email details when available so that this issue can be pursued ASAP, including email Board vote to expedite

 

o   Treasury Report:  Bill N.

§  Quicken 2011 was purchased (rather than Quick Books) as it was less expensive and will serve GHNA Board purposes

·         Expenses/ expenditures up to Oct 31 were presented, demonstrating the new format

o   GHNA beginning balance was $13300.93, ending balance (10-31-2010) was $14011.85

·         Financial  statement provided

§  GHNA dues renewals were received from 42 GHNA members following his mailing “reminders.”

§  In response to question, Bill N will provide in his next report the ratio of GHN dwellers/ GHNA members

§  No recent funds have  been received from Greg Loberrecht

·         Roger A will send him a statement

§  Bill N is of the opinion that GHGNA Board is required to submit annual IRS statement via Form 1878.

·         See question/ discussion above re Lions Gate donation

§  Non-current signatures on GHNA Board bank account have been removed so that only (current) Treasurer & President will have signature authority

·         Consistent with GHNA Board bylaws

·         Bert G’s signature is not yet on the account

§  2010 GHNA budget will close out at the end of CY2010, and proposed  GHNA budget will be presented in Jan 2011

§  Nick M questioned the availability of funds for landscaping work particularly on Montgomery.

·         Tabled until 2011 budget as this is dependent on 2011 budget

§  APD continues their night patrols

·         Mark briefly described their patrol activity

·         Payments are generally submitted monthly

o   Funded by APD as “Chief’s Overtime” 

·         Current monthly patrol expense payments were made

§  There are currently no civilian volunteer patrol activities, due to low level of problems

·         Civilian volunteer activities/ participation tends to be directly related to level of crime/ vandalism activity and  will increase if problems increase

§  The GHNA Board expressed strong support for continuing this APD activity

·         Particularly as “new” requests for this type patrol activity are not currently being approved by APD

o   Question of “discretionary” amount of payments via Treasurer’s signature (only) was discussed

§  GHNA Bylaws provide single- signature limit of $200

·         This amount is inconveniently low

o   One monthly recurring expense is more than that

o   Need for 2nd signature for this and/ or other budgeted, recurring expense is inconvenient and seems unnecessary

o   Moved/ seconded Larry W./ Bill N. to allow for Treasurer  to issue payment for the recurring expense of the APD patrols without second signature, as an expedient, pending presentation of this issue to GHNA at next GHNA meeting – APPROVED

Glenwood Hills Neighborhood Ass. Board Meeting

                                        Minutes of Nov. 3, 2009

Dwyer Substation

 

Meeting was called to order by President Roger Cook

 

Board members in attendance: Roger Cook, Roger Abbott, Woody Owens, Steve Ciepiela, Dave Bentley, Carole Rising, Nick Manole, Jack Oestreicher. Members absent: Burt Guerrero

 

Sergeant Natalie Sanchez gave a police report. She had officers using radar to catch speeders in Glenwood Hills. She provided a crime report in Glenwood Hills for the last six mouths. She reported that they were 38 Auto/ home burglaries during this period (29 auto break-ins and 9 home burglaries). She reported that Tuesday mornings around 7am had the highest number of reported break-ins (this could also mean the cars were broken into sometime on Monday night and just reported Tuesday morning). A majority of the auto burglaries were widow break-ins (break & grab). She suggested that residents should not leave items insight in there auto. Seven (7) of these burglaries were on Spanish Bit near the apartments and seven (7) were on Landau (High Point parking lot). She also mentioned that the police will perform a “periodic watch” of your property if you are out of town. You need to call 332-5240 (Lomas Sup-Station) to request this service.

 

The board discussed this report. Since a large number of these burglaries were on Spanish Bit/Highpoint areas, Nick made a motion that we either send a letter or make a visit to the Alto Vista apartments, High Point, and Smiths to discuss security issues. The motion was seconded by Jack and passed. Roger C, Nick, and Dave will make these visits.

President’s Report:

Minutes of the Oct 6, 2009 Board Meeting were approved by the board.

 

Roger C. said that he met with Trudy Jones and asked her to check the status of a two “street sink-ins.

 

Treasury Report: Roger Abbott reported that the September Treasury report was posted on the web site. Dave Bentley reported that the Association expenditures/income is on schedule.

 

District 8 Coalition, Environment / Welcome Committee, Block Captain: No Report

 

Landscaping: Nick reported that the 3 dead trees on Montgomery have been removed. He said that he and Carol made a courtesy visit to the property owner who agreed to remove trees trees.

 

Neighborhood Patrol Report: Marc LaChey reported that he attended a crime prevention conference. The meeting talked about Crime & the Block Captain program.

 

Web site Report: Roger Abbott reported that the GHNA Group Email sign-ups are at 278. Roger reported that the reports page on the web site was editing and updated.

 

Old Business: The board discussed our December board members lunch. It was decided that the get-together will at “Dukes” Steakhouse at San Mateo & Academy starting at 11:00am on Sat. 12/12. Carol will make the reservations. This will be our December Meeting.

           

Next Meeting: The next board meeting will be held January 5, 2010 at the police substation at 6:30pm.

                                        Minutes of Nov. 11, 2008

Nick Manole’s Home

 

Meeting was called to order by President Roger Cook

 

Board members in attendance: Roger Abbott, Dave Bentley, Roger Cook, Nick Manole, Carole Rising, Dee Acree, Jack Oestreicher.

Members absent: Steve Ciepiela, Woody Owens

 

Minutes of the Oct. 7, 2008 board meeting were approved by motion and a unanimous vote.

 

A Treasury Report was resented by Dave Bentley. Dave reported that the police patrol expenditures for October was $3040, bringing the YTD total expenditure to $16,745.43, exceeding the annual patrol budget of $12,600. Marc Lachey indicated that the police increased their fees twice this year. The increases in police expenditures started in July.  Dave said that sometimes the patrol expenditures for two mouths are paid in one mouth. Before any action on this matter could be taken, the meeting was interrupted buy an uninvited guest who refused to leave. The meeting was adjourned until this problem could be resolved.

 

After resolution of the problem the meeting was reconvened. Dee Acree was absent.

 

To help resolve the patrol budget problem, Nick Manole made a motion that the dues be increased by $50, effective December 1, 2008. The motion was approved.

 

Discussion then proceeded on steps that we need to take to get the police patrol expenditures under control. Marc indicated that the number of patrols for the rest of November and December have already been set. He also said that if we stop the police patrol, it may be difficult to restart them since there is a wait list for other groups which want access to the police overtime resources. It was decided to continue with these patrols and delay payment of the December bill until January 2008. It was also decided that the president, secretary, and treasure review patrol procedures (number of patrol each month, etc) for 2009.

There will not be a board meeting in December but will instead meet for dinner, December 2nd, as we did last year. The next board meeting will be held Jan. 6, 2009 at the police substation at 7:30.
