Meeting was called to order by President Roger Cook
Board members in attendance: Roger Cook, Roger Abbott, Burt Guerrero, Dave Bentley, Carole Rising, Nick Manole. Members absent: Woody Owens, Steve Ciepiela, Jack Oestreicher
Sgt. Natalie Sanchez and Lt Lopez gave a police report. Sgt. Sanchez reported that there were 7 crimes in our area in December. Three of these burglaries were on Spanish Bit near the apartments. She also reported that soliciting was not illegal in Albuquerque.
Lt Lopez reported on our request for a police parking lot on the North side of the Sub Station and near Montgomery. He reported that Capt Anaya said no to our request. He said that since the Sup Station is not staffed, that having police cars parked there might give a false since that there were police officers in the building. Also, cost was a concern at this time.

Also, we need to encourage our neighbors to sign up for email alerts – this is a critical way of communicating information to the entire neighborhood. Roger C. said that he would send out a group email message requesting people to support this program.

President’s Report
President Cook presented a “GHNA Board Meeting” outline (see below) for conducting board meetings.
GHNA Board Meetings
Meetings are held on the first Tuesday of each month at 7:30pm. There are occasional exceptions to the meeting time so please check the web site for minutes of the previous meeting (posted under the Reports page) if you are planning to attend. The meetings are held at the James Joseph Dwyer Police Substation (across from Smith's). Neighborhood residents are welcome at all board meetings. However, if you are coming to the meeting with a specific topic and would like to have time on the agenda, you should contact the president, Roger Cook (275-2089) before the meeting to make proper arrangements. The board has tasked the meeting chairman (normally the president) to conduct board meetings in an organized and structured manner. Although the primary goal of these monthly meetings is for the board to conduct their business, visitors are welcome to provide meaningful and relevant inputs at the board meetings. The meeting chairman can limit visitor's inputs at the meeting so as not to significantly affect the board's business and agenda.
Note: According to city documents, the city views Neighborhood Associations as private organizations subject to their own by-laws. Neighborhood Association meetings do not need to follow the state Open Meetings Act as it does not apply to private organizations.
This outline was approved by the board.
President Cook presented the 2009 budget. This budget was generated at a meeting with Roger Cook, Dave Bentley and Roger Abbott. The bases for this budget were: 1. Try to maintain a minimum of $4000 in our account, 2.That the increase in the annual dues (from $40 to $50) goes to the patrol, and an estimate of income for 2009 of $21,000. Below is the proposed budget for 2009.
Patrol $15,600
Landscaping $1,800
Administration $3,600
Total $21,000
This budget was approved by the board.
Dave presented December’s expenditures/income for December. See the web site for the report.
Roger Cook presented an offer by the city to provide for 2009 calendars. See below The Water Authority has created a FREE 2009 calendar which features some striking landscape images from some of New Mexico’s finest artists. The calendars also contain some useful water-saving tips from how to effectively water your garden to taking advantage of the many rebates they offer. The board recommended that we request 200 calendars and that the majority be delivered through the “Block Captain” program. Note: The city has since reported that the calendars delivery has been delayed. Block Captains report: Burt Guerrero reported that we have ten “Block Captains” with 206 homes. He indicated that he will continue to organize additional “Block Captains” groups. Burt also reported on an internet site that reports crime. Information for this report is obtained by police departments, including Albuquerque. It appears that this site is kept up to date. This site is: www.CrimeReport.com. The board approve that we list this site on our web site. Marc Lachey presented a security patrol report. Marc indicated that he will structure the patrol schedule to match the 2009 patrol budget. Foothills Police Report- None Note: All standing committee reports will be posted on the website instead of in the meeting minutes. Please see the reports page on the website for these updates.
